Heathrow gets a 3rd runway

It looks very much like a 3rd runway is to be built at Heathrow.

I assume this will mean more flights over SE1 starting 2015.

One question though: Does anyone know if on top of that the government has dropped what is called I think "dual-mode" (Take-off and landing runways gets permuted everyday at midday)?

I understand that if its is the case this will mean even more flights over SE1

From the Department for Transport press release just arrived in my inbox:
"Mr Hoon confirmed Government support for a third runway at Heathrow airport but not for "mixed mode" which would have seen the two existing runways used more intensively"

Off topic, but wouldn't the 12 billion that's gone into an ineffective VAT cut have been better spent towards integrating our railways with the European high speed network? Would reduce the need for airport expansion, inject loads of money into the economy, create/sustain a lot of jobs, be a lot greener and improve the country's creaking infrastructure. Too obvious perhaps?
