Surely a solution to the problem to which Possell and Tom make mention would be for the situation to be reversed so That St Thomas's St is all one way in order that traffic can turn left into BHS. Coming the other way, cars could then allowed to turn right onto Duke Street Hill from BHS. Light timings could be adjusted to ensure a sufficient number of vehicles turn before the filter changes.

Were this in Lisbon, Cracow, or Lens, someone would have seen the obvious, and acted upon it by now.
Plus I don't think the gestapo would be ecstatic about traffic turning right into Duke Street Hill and then coming to a shuddering halt behind the tour buses that use the road opposite the London Dungeon as a car park.

I spoke to one of the chaps working near St Mary's and he told me they would be finished in 2 - 3 week "in this part of the street...." Hm.
