Trading pitches

A friend of mine, without internet access, wants to know how/whether it's possible to obtain a pitch on or near the South Bank (or anywhere in Lambeth, really) to sell hot chocolate / coffee.

I saw an article late last year on Lambeth expanding their pitch numbers and I'm wondering if anybody knows what came of that. Are there long waiting lists of people that want to set up businesses in the area? Does anybody know what the official name for this type of pitch would be eg. vendor licence or commercial pitch in order to ask the council?

We mapped the new pitches in Waterloo but I don't think they are all in use (yet)
