Parking on Leathermarket Street

Following some changes to the available parking bays on Lamb Walk during summer 2011 (4 permit-parking bays were removed), an extra bay was added to the 3 existing bays immediately on the right of Leathermarket Street as you drive into it from Bermondsey Street. My understanding is that these 4 bays would be for use by F-Zone parking permit holders, and that appropriate vandal-proof signage would be erected. Does anyone know what's happened to the signs that were supposed to be going up? Also, directly opposite there is a space marked Disabled, which is also awaiting appropriate signage. There is a signpost there, but the top of it is covered up with a black bin bag (don't know whether officially or unofficially). I understood these signs should have gone up months ago, but 6 months after the spaces were changed around, there are still no signs. In the meantime, these 5 spaces are ALWAYS filled with vehicles which do not have F-Zone permits. As a permit holder, it's incredibly frustrating.
