Students queuing thru the night in Borough

I saw this queue and was confused as to what was happening. Luckily we live in a safe area but this shouldn't be happening.

Each and every student must think 'oh ok I'm sure if I come later all will be fine. It's not like loads of people will ignore the request and I'll never get in'.
