Worrying council proposal ... community infrastructure levy

The Southwark council's proposal is worrying:

"The planning authority has proposed a relatively complex series of 19 individual charging rates in seven categories over three charging zones. The charges go as high as 400 per square metre in Zone 1 which covers the north-west of the borough including the south bank of the River Thames between Blackfriars Bridge and Shad Thames" (http://www.planningportal.gov.uk/general/news/stories/2014/september14/040914/040914_5).

Is this fair?

Why would it not be, given the differences in land/property values? What were your concerns about it?

Section 106 agreements are a travesty, lets be honest.. massively funded developers pushing through schemes against underfunded Councils. At the end the local taxpayers pick up any bills to put things right, or the locals suffer (noise, traffic, visual blight etc.)

Haven't seen the LBSwk proposals in detail, but at least this has a chance of being fair and making the developers pay external costs.
