With incidents like this appearing to be happening more frequently, I hope we're not going to end up with the beaches being closed to the public.

That's one solution;
uninformed, knee-jerk, risk averse, and low cost.
Probably make it more dangerous, and likely to increase casualties in the long-term, as no one will expect to see people on the beaches, but be prepared for some lazy politician (or more likely an unelected bureaucrat) to ban access sometime soon.

That's exactly what i am worried about, and yes, you're probably right, it would make it more dangerous.
