Residents who exercise the right to buy do so with the knowledge that they could face maintenance charges for their estate. But a new law in 2014 aimed to protect lease holders from astronomical bills and meant councils were given the option of a cash injection to carry out essential works. The theory was they wouldn't have to pass so many charges onto lease holders. But Southwark council has been accused of ignoring this funding on one estate and passing huge costs onto home owners there.
