the ones next to London Bridge and the Britain at War exhibition, now look much very spruce. Were they sandbalsted clean with a new purpose in mind?

I think it was funded by the Pool of London Partnership. Their website did have a press release/news story about the cleanup but it seems to have been removed.

I think the clean up was part of the wider programme of Tooley Street environmental improvements. It has certainly had a really brightening effect, although no doubt some will beg to differ - see this thread from ages ago which ranged onto the pros and cons of brick cleaning

Sadly, I think the offices get demolished if the post-Thameslink redevelopment of London Bridge Station ever takes place...
