World War 2 tank

Has anyone seen that tank that is in a small grassy enclosure at the Old Kent Road end of Pages walk? Does anyone know why it's there etc or who it belongs to?

Somebody told me that at one point the owner was refused planning permission for something by Southwark Council, and that the turret is pointing at the planners building as a protest.
Of course that could be nonsense....

I am sure that the developer that owns it is the guy that did the School House on Pages Walk and was refused planning of two houses on the plot so the tank was put there and the gun aimed towards the planning office.
