London Undergroud attribute the closure of these stations during the fireman's strike to staff shortages.

I think they're right. They just need to manage and staff them properly.

I understood it was a safety issue.

i.e. those stations that are particularly deep and rely heavily on lifts (which are not in operation in the case of an emergency)

The SE1 tube closures of stations with lifts was based on safety. The Tube web site even has the full quantitative safety analysis. (Although the assessment doesn't consider the greater risk of passengers getting run over when they have to walk to the next nearest station!)

Surely its about time that at least one of the four local lift stations was upgraded. Perhaps Elephant & Castle tube can have a major makeover like they did to Angel a few years ago.
