Steam train at Waterloo this morning

Anyone know why there was steam train at Waterloo this morning, around 10am?
The train I wanted was on platform 13, but over towards the platforms which the Richmond trains normally use, was a steam train with old green carriages, lots of photographers and official looking people all dressed for an occasion.
