Post Office - Again

Besides the back log of post which has still to arrive from the postal strike. (still no time out for this week ). I have been having items taken again ... which has lead to someone trying to set up accounts in my name!
I am sure I am not the only one. Does anyone know who I can write to at HQ and also at Mandella way to complain formally?
I have registered with CIFAS (the fraud Prevention site) but still - after 7 years - why is this part of London so bad?????????
