Bankside roadworks

Conran is right to condemn roadworks and road changes in Bankside. Does anyone know what it cost to make the insane changes to Union Street during the past year, part one way, part two way and then back to how it originally was. Which department of the Council is responsible for this and can't they work it out on paper before wasting our money?
