I can't get my head around how their system works.

They can't agree the budget for the year, so they just stop paying anyone employed by the council, and shutdown all services, and send everyone home.

Does that include teachers? police? Firemen?
I know all the national parks are closed - and every red kneck will know this too - there's bound to be an increase in poaching, illegal hunting over the short period that there's no staff in the national parks.

a few more days, and I think the country will be in serious risk of complete meltdown (but as I said I don't understand the intricacies)

[edit to add] - not forgetting of course all the USans employed by the Govt who work abroard, and are currently not at work and not getting paid. Embassy staff? soldiers? etc?
