Have you tried visiting them in person? If they won't speak to you, put your complaint in writing on at least three separate occasions giving them a two week period in which to reply to each one and if they still won't budge / take action you may need to speak to a solicitor. Of course, this will cost money and it depends on whether that would be a proportionate solution to the problem. Often just one letter from a solicitor will wake them up. If the problem is serious and immediate, a solicitor may be required anyway. Injunctions may need to be taken out.
