This system is often used by owners / Mgt of vacant or high risk properties as a deterrent for possible vandalism or break-ins. A good system although can by annoying in residential areas.

It would be worth pin pointing the exact building or 'place' where it has been installed and then to take this up with the owner/Mgt Company.
