Waterloo Road's a residential street, at least at the St George's Circus end, lined with hostels, student accomodation, private and socal residential flats and a 4-star hotel.
Surely they wouldn't deprive hundreds of people of two weeks sleep simply for the convenience of commuters.

We have had the pleasure of Morrisons working on behalf of Thames Water for six weeks now in Thrale Street - the whole street has been closed for that period. For the first three weeks we had to endure the (expected) incredible racket (the street is very narrow so the workmen were about 10 feet away from the houses). That was unavoidable I guess, but there was no need for the unbelievably loud and crude 'conversations' between workers (as an ex Leicester City season ticket holder I thought I was immune to such things, but if I my 3 year old isn't), random appearances from workmen outside our window any time between 1am and 7am in the morning shouting down the street to some fellow muppet 50 yards away, the noise from 6.30am of them 'getting ready' to work at 8am, or of their portaloo being emptied etc. I finally snapped after the council gave them a license to work from 1 til 6 in the morning - again ten feet from where we would like to have been sleeping. I rang the council four times, and spoke to Thames Water and Morrisons. Then, for no reason I could fathom they pretty much disappeared for the last three weeks, leaving the street still shut, and the parking in chaos. Occasionally a couple of blokes will potter around, but only for an hour or so. I presume Thames Water aren't aware they'll have been charged (so far) for six weeks work for a three work job. And the street. Is still. Closed.

More needless is the disruption as Boris paints the roads up to Southwark bridge Blue for his Cycle Superlane. They are at Tooting now...
And if Thames Water are only doing the pipes now, you know it will be at least a year before all the other utility companies have ripped it to shreds and kept the traffic diverted. Oops. Silly me, I forgot about the bridge yet to be built across the High Street and the huge gouge out of Borough Market. When is Crossrail to be finished? 2017 wasn't it. So after 7 years of bad luck with Thames Water disruption, we have have 7 years Crossrail to look forward to.

an extract from the Worcestershire County Council website on Section 58
Section 58 of the New Roads and Street Works Act 1991 is a legal notice which is served on all the 'statutory undertakers' who carry out work in the county. It allows local authorities to protect sections of the highway from certain works, following substantial road works (e.g. resurfacing or reconstruction).

The Council provides advance notice of these restrictions, so that works promoters (Utility companies, or private contractors / developers) can arrange to conduct their works in advance of the restriction coming into force. This process promotes better works planning and co-ordination, helps minimise disruption to road users, and helps to prolong the life of the roads.

The restrictions can last up to five years following the completion of the works. Emergency works such as gas escapes or loss of power are exempt from the restriction.
SE1 has put up with its fair share of road works and street works for years now. I get the impression Lambeth and Southwark councils are competing for the 'Never-ending Disruption' trophy. After the junction to Waterloo Road and The Cut was FINALLY completed, hey presto, Waterloo Road has been dug up again and bus stops closed. The second set of traffic lights under the bridge on Waterloo Road are still fenced off and have been for nearly two years!

Blackfriars Road, not wanting to be left out, has had sporadic excavations for months now long after the main diggers left.

Conway and Morrison, the contractors whose logos are etched into residents' brains, seem to be doing very well out of all of this mayhem.

Oh, and Conway have left a lovely Hadrian's Wall-sized pile of bricks ready for relaying Baron's Place right outside the flats opposite The Stage Door pub on Gray Street. Gee. Er. Thanks for asking if we minded. Seeing as the hotel won't be finished for months, I imagine we'll strike up a beautiful relationship with the bricks.
