It's becoming increasingly difficult (and expensive) to take head leases on rail arches in the area. So several cycle-related businesses take space from Union Car Parks, who have a plethora of arches in the Bankside area. I would recommend you speak to Workspace at Tower Bridge Business Complex (0207 231 9688), near Bermondsey tube.
We've been based here for a couple of years and have found them to be very accommodating. The rent is very cheap, they have all sorts of sizes of units and space, and its only 10 minutes ride from London Bridge/15 from Waterloo.
A cycle training outfit uses office space above ours.
