with snow and ice on the public highway, the council, or highway authority, generally try to concentrate on main roads, and high usage areas first, and in a normal situation, like the past ten/fifteen years, the snow hasn't lasted long enough for that not to be effective. However, with climate change, we're getting more extremes, and we're due to have longer spells of cold weather, and so they should really get round to gritting and clearing more of the residential public highway after a few days, when main roads are clear, however having said that, this lot of snow fell in a prolonged cold snap, and even then, with the rain, and warmer temperature Friday/Saturday most of the snow has now cleared.
There's no point having a contingency arrangement to grit and clear the entire borough, if it's only going to be needed once every 30 years.
