I would go and have a look before getting in touch with police/council etc. to avoid making a prat of myself. No offfence PP, we do have a problem with drunks and beggars in the area, but as I said before, I regularly walk past the graveyard and it usually looks quite deserted to me. If anyone's there it means nothing's been done, and then it would be worth it to get in touch with either the police, the council or a body like START.
Agreed, Biro. This isn't a moral debate. And may I remind everyone that it appears (although I may of course be wrong) from PP's post that he is more interested in keeping the graveyard riff-raff-free, than in "helping" the drug addicts he came across. Which is fair enough.
Gutierrez, I understand why you want to go before calling the police it's just that, being sensible/a coward (take your pick), I wouldn't enter any place where mentally unstable, drugged and weapon and needle wielding people may verbally and/or physically abuse me. I would suggest calling the council/police and enquire whether they have been alerted about a possible situation in the graveyard and if so, have they/will they do anything about it. You won't look like a prat. Well, no more than normal (sorry, couldn't resist a cheap joke).

At least the crossbones burial site is still being accommodating to life's 'undesirables'. At least they still have a chance to use the site - before a block of flats appear and crossbones is forgotten for evermore - shame!
