What makes attractive neigbourhoods

I remember traveling by train to Berlin once, before the wall came down: at the border to Eastern Germany was a little fake trainstation, with a fake shop, displaying all kinds of fake food products, including plastic fruit. We weren't allowed off the train, and I don't know who they were trying to fool, but even through the window we could see it was all fake. If the table is realistic, maybe we could build some fake facades in SE1, displaying job centres and charity shops and so maybe discourage more über-rich riff raff from buying property here...

As you said yourself, people are smarter than that.

The area is desirable so people will move in.
