One of the Circle units is so small it's not worth having. There was a bloke in there pretending to be a tailor, but he did the midnight flit and is now in prison.

I've moved two posts about TB Piazza into a separate thread as it's a slightly different topic from this one and worth drawing attention to in its own right.

One possibility is that keeping them empty for so long is beneficial to the landlord. If they can prove they have been unable to let the premises for a long period of time then this helps to justify a change of use - round here I imagine shop->apartment and shop->restaurant/bar are quite lucrative.
