Did I imagine this - on the 10 o/c news last night there was a very brief mention that this proposal had been dropped. It was such a very short news item and I was in another room, so I wondered if I'd misheard? Does anyone know any more?

Yep, quietly dropped. Technically councils will still have the ability to impose this themselves, but no council has chosen to do so yet, and the infrastructure needed to apply this at a local level would be tricky. So for all intents and purposes, Pay-to-Stay is dead.

However, this was a very small part of the objection. There's been no rowback on extending right-to-buy to Housing Associations, funded by forcing them to sell their higher value properties. This is the far more significant threat to social housing stock, and needs to be challenged vigorously.
