I see that monster of a building next to the Ministry is slowly becoming populated. I was wondering how the residents and the music are getting on? I understand there is heavy soundproofing in the apartments, but still. Apparently they also have a ‘can’t complain about the noise’ clause in lease. It may work.

I don't think there is an issue with sound of the PA system leaking: the insulation is good.

The real problem, in terms of noise, comes from the large crowds that queue outside waiting to get in.
