I'd usually try the British Library or the Ashmolean for an archive of important publications. Or the original publisher.

According to their catalogue, the British Library has complete runs of Heat, Closer and Now - not surprising since the publishers would have had to deposit them under copyright law. But it's obviously simpler for Jazz if she can find someone who's specifically kept magazines with Jade Goody on the cover.

Regardless on where the material has been obtained from, it still needs to be cleared with the publication, and often also with the photographer (if he/she wasn't on a buyout): if the picture desk of that magazine obtained the photos from an agency or photographer, it is highly unlikely that they can legally assign the rights to a third party such a a TV show.

If the cover also includes unrelated images (for example about other stories, but also relating to the same story, but obtained from a different source), and they will be shown if the final production, they too require the same level of clearance.

This is why, after the first couple of years learning on the job about media archive clearance, I refused to deal with stills and publications and only dealt with licensing footage: its a time consuming effort that leaves less resources for where the meat and potatoes are: clips and footage.

There are plenty of magazines featuring Jade Goody on ebay If you want splash out on it.

Try the Hyman Archive. I think it's the largest magazine archive in UK. http://www.hymanarchive.com/
I came across the company when I was giving away my old interiors magazines. I'm sure they'd he able to help you.
