Are employers allowed to employ 15 year olds? Seems underhand of Lambeth...how does this work?

The teenager should have been challenged by Benugo's staff, Paramount. Many retailers have adopted a 'Challenge 25' policy (formerly 'Challenge 21') - see http://www.wsta.co.uk/challenge-25 . How many 15-year-olds do you know who look 25? It was totally fair practice by Lambeth Council.

In any case most of the fine was for not having a 'designated premises supervisor' - a breach of licensing law regardless of whether they sold liquor to an underage girl.
