Does anyone know what’s going here?

I have been told that Byrons had applied for an A3 licence, which, I think, means a change of use to food. I can only surmise that their lease on their current premises on The Cut must be expiring soon.
I stand to be corrected, soon.

The building in question is owned by companies/partnerships associated with Nic Byrom and his surname name appears on various public notices to do with the current building works.

The owners did indeed get planning permission to include restaurant use but I haven't yet seen anything in the public domain identifying a particular firm as the future tenant.

Looks like it's going to be a branch of Rosa's Thai Cafe

That's good news .
At least it stops it becoming another coffee shop or burger bar.
