What's all this about CCTV?

I've received a letter from Southwark, a "Notice of Intention". It is about the installation of CCTV cameras. I am livid. Not only am i opposed to CCTV cameras being stuck up everywhere, but it seems i am supposed to pay for them. Also, why were we, the residents/voters, not asked if we wanted Big Brother watching our every move?
