This has happened to us on more than one occasion on Borough Road, it was an old homeless guy, so maybe looking for things to commit id fraud with. The last time I told him to get lost, he completely ignored me, and in the morning the pavement was strewn with rubbish. I guess the only way round it is to get lockable bins. The secretary of our block said he would speak to the council about it but havent heard anything.

I do the same. But people beware... I've recently been getting mail for a person who has never lived at my address. My brother, who works 'in housing' says this could be a benefit scam. Make sure you tell the council, about eight times (yuou know what they're like - they spend a fortune on fancy adverts, but try getting through to them...).
