i have been trying to find out on southwarks website about conservation areas and issues, if you wanted to alter or extend an existing building (new not listed building), but i haven't had any luck so far. any ideas? the conservation area in question is union street.

Try and lay your hands on the Conservation Area's 'designation document' to really understand why the CA was established in the first place. (The designation document will be part of the Council decision to adopt the CA and should exist in the Council Minutes. You need to know when the CA was established and look back into the Council Minutes around that time to find the minuted decision.)
About the only common intention between CAs is the intention to preserve some aspect of the designated area. You need to read the designation document to find out what that aspect was. Don't 'assume' that you know why the CA exists. The designation document will offer guidance as to what is or is not deemed acceptable.
