BTW, IIRC Since the 1994 Anschluss, the Lambeth-Southwark boundary now runs down the middle of King Edward Walk and Morley Street.

Its worthwhile noting that everyone (Southwark, Lambeth and TfL) disowned responsibility for the island. This is because 'public highway' cannot be registered as being owned by any individual or entity. What is strange is that TfL do claim responsibility (or authority over) pavements adjacent to Red routes but they clearly only want that control in order to make designantions and not to contribute to upkeep.

On a not unconnected issue, Southwarks Highways Department recently denied any responsibility for Carmarthen Place, the site of the Bermondsey St prefabs. The reason for this denial is that Southwark's Highways department works from a geographical information system which was detailed not by knowledgeable Council Officers but by outsourced consultants who made arbitary decisions about what they thought 'looked like' public highway (or not, as the case may be).

There are quite a number of individuals and organisations around Southwark Borough who know this and seek to take advantage as a result.

Without looking at the Road Traffic Act, does that mean I can park where I want and not be fined. Serious question.

As I understand it:
'Public Highway' is protected by statute. The fact that it isn't registered in any specific ownership doesn't mean that it isn't protected and also means that it can be regulated. The issue about parking on the Public Highway is not about 'trespass' but more to do with 'obstruction'. Local Authorities and agencies like TfL have inherited the right to regulate how the public highway is used and that is where the rights to impose fines arise from.
