Doesn't this tend to undermine the accusations against Southwark Council of caving in to Berkeley?

I couldn't care less about social/affordable housing. It's just another stealth tax on those who can afford to live in central London which gerrymanders the electoral roll towards clients of the state.
The land belongs to Southwark taxpayers. Let it be put to early use as a children's play area or a temporary theatre under canvas. If and when a world-class self-funding cultural proposal comes up, do that, but KL's hand is strengthened because this significant area remains off-limits to those who own it.

According to today's Southwark News a deal is "near". Now what the deal might be... (actually they give some details about what it might involve).

The following article on Annie Shepperd is from the Local Government Website. It concerns problems with her previous management of Walsall and highlights the problems her dictatorial regime has created in Southwark for those obliged to work with her. You do what she says or else! She has little if any regard for the legal or planning process and, since arriving as Chief Executive in Southwark, has surrounded herself with highly paid cronies like Stephen McDonald who will do what she says without question. She ignores the expert advice offered by officers and obliges them to implement her decisions whether they are legal or not. If you work with her and have a family and want to keep your job you do what she says, you don't argue!

Concerning her recent job in Walsall, the District Auditor John Gregory probed why Walsall paid 619,000 and legal costs in an out of court settlement with Peter Francis, its former programme manager for neighbourhood renewal funding. He was suspended for passing information about the Fund's management to a Councillor in January 2004.

“the case turns on whether Ms Shepperd received and acted upon accurate advice from officers. …According to Mr Gregory, officers ‘felt unable on occasion to give robust advice to (her) in circumstances where they thought the law of Council procedures were not being followed.”

This is precisely what is happening on Potter's Fields. Councillors are deliberately being kept in the dark by Officers and the law of Council procedures not being followed whilst she has independently decided (with Councillor Stanton) to sell off the jewel in our crown, Southwark's land at Potter's Fields, and negotiate with Berkeley Homes a sale price for its residential development.
