Mark, what did the Blue Badge people say when you phoned them? Three months is far too long to have this application processed. Were you renewing it or a first time applicant? They dealt with my renewal very quickly.
Get your councillor involved if repeated phone calls don't work and try to get someone to appeal on your behalf over those parking fines.
you can't afford to pay the fines, but you can afford to have security gates that stop bailiffs installed?!
If you've applied, and you eventually get the blue badge (which I'm assuming you will), you should be able to get any fines dating from after you applied up until you got the badge, cancelled.
otherwise keep contactin the council, explain the situation, and that you won't be paying the fines, unless of course they are legitimate in which case - i have nothing to add, except that a blue badge does not give you the right to park wherever and whenever you like, there are still some rules you have to adhere to.
Bailiffs can't force entry and you are entitled to refuse them entry, although I think if the door is open or unlocked then they are allowed to enter. Have you written to the council to explain/complain? There may be some retroactive effect of the blue badge, or at least they might agree to waive the charges if the delay is their fault. The Citizens Advice Bureau would probably be able to help you out as well.
