I don't know anything about the specific building, but I have lived in the area and I love it. Excellent transportation, next to the Thames, close to the city centre and other popular areas, but also very close to quieter neighbourhoods and lovely walks along the Thames further East.
It feels very safe, diverse in a positive way, with quite a few options for going out. (I don't know about schools etc..)
It is always, of course, a very personal choice but I do love the area. (including the street markets, the proximity to the Jubilee line, etc. etc.)
Now, with regards to the building, you will need to get more specialist advice.... Sometimes the mortgage providers and their evaluators offer helpful advice and views on the property. I also don't know if you mean the taller older tower or the newer lower building at the front. If it is about the taller tower, check about fire safety, plans for future work, cost for insurance and contents insurance. From personal experience I would recommend to try to find out as much as possible (with solid evidence) before strarting spending too much on solicitors, evaluators (although some of the searches can only be done through them...).
